The city Correction Department plans to stop putting 16 and 17-year-old inmates at Rikers Island in solitary confinement by the end of the year.
DOC Commissioner Joseph Ponte sent a memo to Mayor Bill de Blasio informing him of the change.
The memo said solitary confinement will be replaced by alternative options, although no specifics were given.
Calls have been growing to improve conditions on Rikers Island.
A report last month by the U.S. Attorney's Office said there is a quote "cycle of violence" at Rikers Island and also called the use of solitary confinement "excessive and inappropriate."
