A 4-year-old boy was struck and killed by a minivan on Topping Avenue in the Bronx Tuesday night. NY1's Michael Herzenberg filed the following report.

Police say a Chrysler mini van hit Ebrahim Kebe just outside his apartment Tuesday night. Neighbors on Topping Avenue rushed to the scene.

"He just flipped, landed on the concrete," said one resident. "His head was split open."

Now family members are struggling to come to grips with what happened.

"I don't know what to do what to say," said Mohamed Mouctar Kebe, Ebrahim's brother. "It's really painful. That's my sibling."

Family members said Ebrahim's mother was in the laundromat and his adult sister was watching him. He ran outside to play with other siblings and apparently darted into the street.

Police say the driver remained at the scene.

Mohamed says he rushed home and looked for the driver but police prevented him from reaching him.

"There are a bunch of kids, so you can't speed like that," he said.

Police said they don't suspect criminality, which means they don't believe the driver was speeding. That wasn't good enough for Mohamed.

"Of course they're not," he said. "They're going to say it was an accident. People that was sitting here, they was watching. The police wasn't watching."
